Check the first shipping zone that matches the customer’s address. WooCommerce uses that zone, not a combination of methods from every matching zone. An empty or unsuitable matched zone can leave checkout without a delivery option. 1
Reproduce with one known address
Choose an address you definitely serve. Add a normal physical product and enter that address. This keeps a virtual product or an unusual cart combination from confusing the first check.
Open WooCommerce → Settings → Shipping and inspect the zone order. More specific regions generally belong above broader ones. For example, a country-specific method will not apply if a broader regional zone matches first. 1
Next, inspect the selected zone’s methods. Is the method enabled? Does free shipping require a coupon or minimum spend? Does a carrier extension need dimensions, weight or an additional connection setting? 2
Verify the actual delivery offer
After the change, test a different cart total and another region. A broad exception created to fix one customer’s order can accidentally offer delivery somewhere you do not serve.
When a method appears, check its price too. The goal is not merely to display a button—it is to offer the correct, fulfillable delivery option for that cart and address.
